NHK WORLDのトップニュースを例によって訳してみる
The Tokyo High Court has ordered the suspension of nighttime flights by Japan's Maritime Self Defense Force at a base south of Tokyo. It is the first ruling of its kind at the high court level in Japan.
東京高裁は東京の南にある基地での日本の海上自衛隊の夜間飛行の中止を要請した。
このような種類の判決は高裁では初めて。

The ruling on Thursday upholds last year's landmark lower court decision. It was the first time a Japanese court barred aircraft flights at a military base.
木曜日になされた判決は、去年の地裁での決定を支持。裁判所が基地での航空機のフライトについて禁止したのは初めてのこと。

Over 6,900 people living near the Atsugi base in Kanagawa Prefecture have sought the suspension of the flights as well as damages in a suit against the central government. The government administers the base jointly used by the MSDF and the US Navy.
神奈川の厚木基地の近くに住む、6900人以上の人々は中央政府に対して、飛行訓練の中止と損害賠償を訴えてきた。
政府は基地をMSDFやアメリカ軍とともに運営してきた。

Thursday's ruling bars flights between 10 PM and 6 AM by MSDF aircraft until the end of 2016, when a wing of the US Navy is scheduled to be transferred to a US base in Iwakuni, western Japan. The ruling allowed exceptions if the defense minister deems the flight unavoidable.
木曜日の決定では、海上自衛隊の航空機による夜10時から朝6時までの飛行をアメリカ軍航空隊が日本西部にある岩国基地に移動予定の2016年末まで禁止する。

It also awards the plaintiffs a total of 9.4 billion yen, about 76 million dollars in damages. The amount covers future damages up to the end of 2016 and is some 2 billion yen more than what the lower court ordered.
原告側は9.4億円（およそ7600万ドル）の損害賠償を獲得しました。総額には2016年以降の未来の損害も含まれており、これは地裁の判決を2億円上回る判決だった

But the court also followed the lower court in dismissing a demand for the suspension of US military flights, saying it does not have the authority.
しかし高裁はアメリカ軍の飛行に関しては権利を持たないという地裁での判決を支持した。

Presiding Judge Takashi Saito said the noise severely disrupts the residents' sleep and that it will continue until the US navy planes move to Iwakuni.

The judge added that although the Self Defense Forces' duty to protect the country's peace and independence is important, the harm suffered by residents outweighs that.

The Justice Ministry says it is the first ruling awarding payment for future damages beyond the date of the ruling.
法相は、この決定は未来の損害を認めた初めての決定だと示した。
これはすごいね！最高裁に行ったらどうなるのかわからないけど、
上告するみたいなので判決が確定したわけじゃないしね。。。
